The League of Legends patch 14.13 preview is out, giving us an early look at the update. This includes the mini-rework to Varus' passive and nerfs to champions that are too dominant.

Varus mini-rework in LoL patch 14.13 preview

This change is intended to discourage people from building Lethality while empowering his on-hit builds.

Attack Speed per level reduced 4% »> 3.5%

Champion Buffs

Gangplank

Gangplank’s E crit chance scaling doesn’t make sense with the new items and is getting removed. Some power is being put into Gangplank because of the item changes, namely the detachment of Spellblade from Essence Reaver.

Lee Sin gets defensive power in the early game.

Lissandra

Lissandra buffs to catch her up with her other fellow mages.

Miss Fortune

Miss Fortune is getting buffed since her “power level” is low, according to developers. “We think we tapped her a bit too hard when she was Pro dominant,” said Riot Phroxzon on the League of Legends patch 14.13 preview post.

Orianna

A trial buff to make her passive more powerful. Riot Phroxzon says that if this affects her early wave control inPro Playtoo much, this may be reverted.

Pantheon

This is labeled as a quality of life change, but is technically a buff.

Xayah

Straight up buffs to her E for better waveclear and trading.

Champion Nerfs

Champions who use Fated Ashes and its resulting Legendary items are being nerfed. Brand, Karthus, and Taliyah are the main victims.

Kalista

She has too much control over minion waves with the W execute.

Kennen

Skarner

Taking away some power from his powerful trades in top lane.

Taliyah jungle nerfs.

Zac

Reduces Zac’s survivability and detaches the passive’s scaling from R rank.

Dark Harvest

Dark Harvest is getting buffed to lean more into the “stacking” fantasy. Laning champions can now choose it more comfortably with the lower cooldown.

More early-game-oriented changes to differentiate it from Dark Harvest.

Opportunity

Opportunity nerfs to reduce effectiveness in professional play and close the gap between it and other Lethality items.
