Just prior to the final stage of World War I , Gallic functionary began constructing a Potemkin Paris outside of the real metropolis to throw off German bombing raid . This manoeuvre may seem unusual , but aerial bombing applied science was still a bit of a knickknack in 1917 . Planes could n’t support monolithic cargo , and pilots did n’t have the luxury of fancy navigational engineering science .
